The Commission is responsible for primary oversight of Pennsylvania's Nutrient Management Act Program. This includes the development of nutrient management regulations, enforcement of the provisions of the Act, and providing administrative assistance in implementing the program.

The Department is responsible for the oversight of the nutrient management specialist certification and financial assistance programs related to nutrient management. This includes development of certification regulations, supervision of the certification and coordination of the education program, development and administration of the financial assistance programs.

The Department also provides technical assistance on nutrient management plan reviews and issues related to program implementation.

NRCS is responsible for providing technical and educational assistance to the Commission, the Department and County Conservation Districts in implementing the Nutrient Management Program.

DEP is responsible to provide oversight of conservation district nutrient management delegation agreements, program evaluation, coordination of the Clean Streams Law enforcement and technical assistance, including Pennsylvania's Manure Management Manual.

Extension is responsible for conducting the educational program for Pennsylvania's Nutrient Management Program, including training workshops, development of factsheets and related educational materials, and providing technical assistance to the Commission and the Department.
